J.K.Khanna IPS (Retired)
Mr. J.K. Khanna is a retired IPS officer of 1974 batch, Bihar cadre. After
serving in the Indian Police Service for 37 years, he superannuated on 30.4.11
in the rank of Director General of Police.
He is M.Sc. Physics (IIT Delhi); LL.B.
He was awarded the Indian Police Medal for Meritorious Service by the President
of India in 1997.
He was CVO-cum-Functional Director of Schedule ‘A’ Fertiliser Company KRIBHCO
from 2003 to 2008. During this period, he had the privilege of holding
additional charge as CVO-cum-Functional Director of all the other 10 Fertiliser
PSUs under the Ministry/ Deptt of Fertilisers at one time or the other, namely
RCF (Mumbai), NFL (Noida), FACT (Cochin), MFL (Chennai), BVFCL
(Dibrugarh-Assam), FCI (Delhi), HFCL (Delhi), FAGMIL (Jodhpur), PPCL (Noida) &
PDIL (Noida).
He has been appointed by the AAICLAS on the advice of the Central Vigilance
Commission (CVC) as an Independent External Monitor (IEM) on 10.02.2020. He carries
the status/benefits of a Director of the Company.
Mr. Khanna worked as an IEM of Northern Coalfields Ltd. (a subsidiary of Coal
India Ltd.) from 2013 to 2019. He was also IEM of Cement Corporation of India
Ltd. in 2018-19.

Shri R. Ramanujam, IAS
(Retired)
Mr. Ramanujam has been appointed by the AAICLAS as an Independent External Monitor
(IEM) on the advice of the Central Vigilance Commission (CVC) on 10.02.2020. He
carries the status/ benefits of the Board Members of the Authority.
He holds a degree of M.Sc. (Chemistry) from the University of Madras and M.B.A.
from University of Hull (U.K.)
As an officer of the Indian Administrative Service (M.P:1979), Mr. Ramanujam has
held senior positions in the central and the state governments inter alia in the
Ministries/Depts. of Finance, Commerce & Industries, Power/Energy and Transport
and retired as Secretary to the Government of India in 2014.
He was instrumental in carrying out major budgetary reforms and restructuring of
the Finance Department of the Government of M.P. when he was Additional
Secretary and Director (Budget) (1993-95). His recommendations for
simplification of procedures and delegation of financial powers were accepted
and implemented by the state government.
He was a nominee Director of the government on the Boards of various State and
Central Public Sector Undertakings at different times. He served as Member
(Finance) in the MP Electricity Board (1995-96) when he negotiated Power
Purchase Agreements with Independent Power Producers. During his stint as Joint
Secretary and Financial Advisor in the Ministry of Power in 2000-02, he was a
Director on the Boards of all the Power Sector CPSUs including NTPC, Powergrid,
NHPC, PFC and REC. He was also the Member Secretary of the High-level Expert
Committee under the then Member of the Planning Commission for power sector
reforms including securitization of CPSU dues of the State Electricity Boards.
Its recommendations were well received by all the stake holders and implemented
with great success.
As Joint Secretary of the Twelfth Finance commission (2003-04), he made valuable
contributions for a fair and objective division of resources between the central
and the state governments for the period 2005-10.
Mr. Ramanujam has also served as Minister (Economic & Commercial) in Embassy of
India in Tokyo (2007-2010) during which time, he was closely associated with the
negotiation and conclusion of a Comprehensive Economic Partnership Agreement
between India and Japan.
Mr. Ramanujam has been a Director and Joint Secretary (1997-2000) and Additional
Secretary and Secretary (2011-2014) in the Prime Minister’s Office and advised
the Prime Minister on matters concerning Finance, Infrastructure, Personnel etc.
Post retirement , he headed a Secretary level Committee constituted by the Prime
Minister in 2014 for repeal of archaic/obsolete/redundant laws.
He was a Member of the Central Administrative Tribunal from March 2015 to June
2019 dealing with service law and dispensing justice in a judicial capacity.
